The main idea being tested is the overall purpose of NRCan, which is guiding how Canada uses its natural resources in a way that balances economic growth with environmental protection and community well-being. NRCan’s mandate centers on sustainable development and responsible management of Canada’s natural resources—energy, minerals and metals, forests—and it includes the related science, safety, and policy work that informs decisions, regulations, and policy direction. This broad scope explains why the department tackles research and policy development, safety standards, and guidance across multiple resource sectors to support a cohesive, evidence-based approach to resource use.

The other options don’t fit because NRCan isn’t tasked with regulating all international energy trade, nor with funding private fossil fuel projects abroad, and its responsibility isn’t limited to forests alone.
